If you ask me, it depends on the initial partitioning and the future usage: "can I modify the table later?"
If I were to start from scratch and I already knew I needed swap and the amount of it, I'd definitely make a swap partition. It just makes more sense to me as swap is something that doesn't need to exist as a file, it's not a "file thing".
